The Foundation for Developmental Disabilities is dedicated to transforming the lives of individuals with intellectual and developmental disabilities (IDDs) in San Diego and Imperial Counties. With our committed team of professionals, we are able to generate and distribute much-needed funds to innovative programs focused on improving the quality of life for individuals with IDDs.

Chief Executive Officer
Sitara Sethi
Sitara Sethi drives the strategic vision for the Foundation and plays a pivotal role in its day-to-day management. With over 20 years of experience in non-profit leadership, she has shaped and evaluated impactful programs that have transformed lives and sparked meaningful change at organizations such as Family Health Centers, Relief International, and UCSD. Her work has consistently gone beyond raising awareness to create tangible, lasting improvements for the communities she serves. In addition to her work at the Foundation, Sitara serves as a Commissioner on the Board of Library Commissioners and is an active member of the Kiwanis, demonstrating her deep commitment to community service. Outside of her professional and volunteer work, Sitara enjoys immersing herself in sci-fi novels and traveling the world. She especially loves exploring the vibrant neighborhoods of San Diego with her devoted husband and two energetic sons

Director of Advancement
Jill Weber
Jill Weber is a graduate of the University of Nebraska and holds a bachelor’s degree in communication studies. Before coming to the Foundation, Jill was responsible for implementing philanthropic initiatives and spearheading key partnerships and programs at GEICO. In 2007, Jill completed the University of Washington Certificate of Program Evaluation. As an evaluator and the owner of an evaluation research firm, she collaborated closely on several grant-based and philanthropic programs, including managing a $10 million grant funded by the National Science Foundation. Jill has been married for 20 years and has two children. In her spare time, Jill likes to spend time at the beach, paddle boarding, volunteering in the community, and staying close to family and friends.

Operations Manager
Ashley Champa
A San Diego native with a Sociology degree from San José State University, Ashley brings nearly a decade of experience in the nonprofit and public sector. With a deep background in social services, she is known for building authentic partnerships, driving community engagement, and implementing programs that make a lasting impact. Ashley has served on the advisory committee for Feeding San Diego and was nominated for Outstanding Service to Residents through the San Diego Housing Federation in 2024. When not connecting people and ideas, she can be found outdoors either camping, kayaking, or sharing Lao food and laughs with family and friends
